TODAS LAS OFERTAS QUE EXCEDAN EL PRESUPUESTO DISPONIBLE, QUE NO COTICEN LA TOTALIDAD DE LOS EQUIPOS SOLICITADOS O QUE NO SE AJUSTEN A LA ESPECIFICACIONES TECNICAS REQUERIDAS, SERAN DECLARADAS "FUERA DE BASES".
